Congress is not in session this week, with both the House and Senate on recess for their customary Fourth of July recess and scheduled to return on July 13. Republican House leadership was forced to begin their recess early last week when a handful of Republican members refused to vote for procedural rules that allowing the chamber to vote on legislation, bringing the House’s floor activity to a halt.

Several of the holdout Republican House members are frustrated by failure to advance the Safeguard American Voter Eligibility (SAVE) America Act, an elections reform and voter ID bill that President Donald Trump has called his top legislative agenda item. Trump canceled the signing of a major housing bill last week, demanding that Congress first pass the SAVE America Act. Some GOP members refused to vote for a procedural rule needed to begin debate on the National Defense Authorization Act (NDAA), an annual must-pass Pentagon authorization bill, unless the SAVE Act was attached as an amendment. Some other GOP holdouts claimed Speaker Mike Johnson broke a promise he’d made to hold a vote on an immigration bill before the Fourth of July recess.
